为深入实施新时代人才强市战略，更大力度吸引天下英才与宁波共成长，加快重要人才中心和创新高地战略支点城市建设，进一步加大甬江引才工程实施力度。现将2022年甬江引才工程公告如下：

       一、引进对象与重点

       2022年度甬江引才工程将聚焦宁波经济社会高质量发展需要，面向海内外择优支持契合宁波产业发展方向、促进产业水平提升、引领产业发展的高层次人才和团队项目，入选项目数将在往年基础上翻倍。

       重点引进科技创新和城市经济两大领域人才和团队项目，其中科技创新领域紧贴“246”万千亿级产业集群培育工程，重点支持新材料、工业互联网、关键核心基础件、高端装备、数字经济、生命健康、新能源与节能环保等产业；城市经济领域重点支持电子商务、港航物流、金融保险、文教卫体、专业服务、规划设计、时尚创意、科技服务、现代农业等产业。

       二、项目类别与申报条件

       2022年度甬江引才工程分双创人才项目、双创团队项目、资本引才团队项目等3个类别。同等条件下优先支持已获得宁波下辖区县（市）及开发园区政策支持的、创业类项目已获得专业投资机构投资的、或已全职落地宁波的人才和团队项目。具体为：

      （一）双创人才项目

        分创新人才项目、创业人才项目、青年人才项目等3个子项。具体申报条件为：

       1．创新人才项目

（1）申报人一般应取得博士学历学位且拥有3年以上相关全职从业经历（截至2022年2月28日，下同），或具有较高业内影响力，年龄一般不超过55周岁（1967年1月1日后出生，下同）。

（2）近1年内（2021年3月1日以后）来宁波工作或计划来宁波，依托宁波企事业单位全职开展创新成果转化或基础研究，入选后须全职在宁波连续工作5年以上，项目管理期内不得在宁波市外其他用人单位从事全职工作。

（3）人才依托单位运行状况良好，配套支持措施完善，能给予人才必要的科研资金和研发设备，并提供项目产业化所需的各类要素。

（4）人才依托企业的法定代表人、实际控制人、主要创始人或最大自然人股东均不得申报创新人才项目。

       2．创业人才项目

（1）申报人一般应取得硕士及以上学历学位或具有较高业内影响力，且拥有3年以上相关从业经历；年龄一般不超过65周岁（1957年1月1日后出生，下同）。

（2）近5年内（2017年3月1日以后）来宁波工作或创业，申报人在宁波创办企业成立1年以上（2017年3月1日至2021年2月28日期间完成工商注册登记手续）；申报人须为企业创始人、法定代表人，且是第一大股东或最大自然人股东，1家企业只能申报1个创业人才项目。

（3）科技创新领域申报项目，企业实际到位注册资金中创业人才（自然人）货币出资不少于100万元；城市经济领域申报项目，企业实际到位注册资金中创业人才（自然人）货币出资不少于50万元。

       3．青年人才项目

分青年创新人才项目和青年创业人才项目，限科技创新领域人才申报。申报人年龄不超过40周岁（1982年1月1日后出生），其他申报条件与对应创新创业人才项目相同。

     （二）双创团队项目

双创团队项目分创新团队项目和创业团队项目等2个子项。

       1．创新团队项目

申报的创新团队应拥有显著创新业绩或较大创新潜力，依托宁波企事业单位全职开展创新成果转化或基础研究，且符合以下基本条件：

（1）团队一般应包括1名带头人和至少4名成员；带头人一般应取得博士学历学位或具有较高业内影响力，且拥有3年以上相关全职从业经历，年龄一般不超过55周岁；成员一般应取得硕士及以上学历学位且拥有3年以上相关全职从业经历，年龄一般不超过45周岁（1977年1月1日后出生）。

（2）带头人和成员近2年内（2020年3月1日以后）来宁波工作或计划来宁波，入选后带头人及成员须全职在宁波连续工作5年以上，项目管理期内不得在宁波市外其他用人单位从事全职工作。

（3）团队依托单位运行状况良好，配套支持措施完善，能给予团队必要的科研资金和设备，并提供项目产业化所需的各类要素。

（4）团队依托企业的法定代表人、实际控制人、主要创始人或最大自然人股东均不得作为带头人或成员申报创新团队项目。

       2．创业团队项目

创业团队应拥有关键核心技术，有望提升宁波产业水平，能引领带动产业发展，产生显著经济和社会效益，且符合以下基本条件：

（1）团队一般应包括1名带头人和至少4名成员；带头人一般应取得硕士及以上学历学位或具有较高业内影响力，且拥有3年以上相关从业经历，年龄一般不超过65周岁；成员应取得硕士及以上学历学位或拥有3年以上相关从业经历，年龄一般不超过55周岁（1967年1月1日后出生，下同）。

（2）带头人和成员近3年内（2019年3月1日以后）来宁波工作或创业，或计划来宁波创业；带头人（自然人）须为企业创始人、法定代表人和第一大股东；带头人和成员（自然人）合计持股比例超过50%（含申报企业中，带头人和成员直接持有的在落户区县（市）注册成立的持股平台股份），且持股成员不少于2名。

（3）科技创新领域申报项目，企业实际到位注册资金中货币出资不少于200万元，带头人（自然人）实际到位的货币出资不少于100万元；城市经济领域申报项目，企业实际到位注册资金中货币出资不少于100万元，带头人（自然人）实际到位的货币出资不少于50万元。

      （三）资本引才团队项目

       资本引才团队应有较好市场前景，自带技术、项目和资金来宁波发展，且符合以下基本条件：

1．团队应包括1名带头人和至少4名成员；带头人一般应取得硕士及以上学历学位或具有较高业内影响力，且拥有3年以上相关从业经历，年龄一般不超过65周岁；成员应取得硕士及以上学历学位或拥有3年以上相关从业经历，年龄一般不超过55周岁。

2．带头人和成员近4年内来宁波工作或创业，且已在宁波创办企业（2018年3月1日至2022年2月28日期间完成工商注册登记手续）；带头人（自然人）须为企业创始人、法定代表人和第一大股东，带头人和成员（自然人）合计持股比例超过50%（含申报企业中，带头人和成员直接持有的在落户区县（市）注册成立的持股平台股份），且持股成员不少于2名。

3．企业实际到位注册资金中货币出资不少于500万元；带头人（自然人）实际到位的货币出资不少于100万元；企业已获得民间资本投资（除宁波市各级政府性出资部分和团队自有资金出资外）且实际到位出资不少于300万元（含资本公积）。

对申报上述项目类别的人才或团队，如特别优秀或紧缺急需的，可视情在年龄、学历等申报条件上破格1次。

       三、申报遴选程序

申报遴选工作由市委组织部（市委人才办）会同市教育局、市科技局、市人力社保局以及城市经济领域相关责任部门共同组织实施。具体为：

（一）申报受理。2021年12月1日至2022年2月28日，符合条件的申报对象登录“甬江引才工程网上申报系统”（https://www.nbrc.gov.cn/a/login），按要求填写申报表格、上传相关附件材料。

申报分部门进行受理：科技创新领域项目中，在甬高校申报的创新类项目由市教育局受理，在甬科研院所申报的创新类项目由市科技局受理，其他申报项目由市人力社保局受理；城市经济领域项目由市人力社保局会同各领域责任部门受理；资本引才团队项目由市委组织部（市委人才办）受理。

（二）资格审查。2022年3月至4月，科技创新和城市经济领域申报项目采用分级分层的方式，由相关单位开展资格审查；资本引才团队项目由市委组织部（市委人才办）委托第三方机构开展项目合规性尽职调查。

（三）专家评审。2022年4月至7月，邀请相关领域的科学家、风险投资专家和产业行业专家组成专家评审小组，采取书面、答辩或现场走访等形式进行评审。

（四）真实性审查。2022年7月至8月，对通过专家评审的项目开展知识产权及学术成果真实性审查。

（五）尽调走访。2022年7月至8月，对通过专家评审的项目开展现场尽调走访。

（六）审定发文。2022年9月，根据专家评审推荐意见和尽职走访等结果，结合宁波产业实际，按相关程序审定发文。

        四、政策支持

     （一）项目资助

1．对入选科技创新领域的创新人才、创业人才、青年人才给予一次性100万元项目资助；对入选城市经济领域的创新人才、创业人才给予一次性50万元项目资助。

2．对入选科技创新领域的双创团队，按A、B、C层次分两期分别给予2000万元、1000万元、500万元项目资助；对入选城市经济领域的双创团队，按A、B、C层次分两期分别给予500万元、300万元、100万元项目资助。

3．对入选的资本引才团队，按申报时实际到位民间资本货币投资的30%给予项目资助，资助金额向下取整至十万位，一般不超过2000万元。资助经费一般在团队入选后分2期拨付，每期安排50%。项目企业在甬注册之日起，累计投入项目的直接支出达到资助经费总额2倍以上的，拨付第一期经费；累计投入项目的直接支出达到资助经费总额4倍以上的，拨付第二期经费；如第一期申请时已满足第二期条件，可将第一、二期合并拨付。直接支出是指用于宁波项目企业且与申报项目直接相关的支出。

对人才层次高、影响力大，核心技术世界领先，属于颠覆性创新，且产业化、市场化前景特别好的重大人才团队项目，资助额度上不封顶。

    （二）安家补助及购房补贴。符合条件的入选人才和团队带头人，可按相关文件享受安家补助及购房补贴等安居政策。

    （三）金融信贷支持。入选人才或带头人创办的企业可在合作银行享受最高2000万元的信用贷款和3年无还本续贷服务，以及最高2000万元创业贷款额度内的银行基准利率贴息，并根据企业发展情况，优先推荐在宁波市股权交易中心挂牌，优先推荐政府性基金等给予投资。

入选的人才和团队符合条件的，还可享受《甬江引才工程实施细则》等相关政策和落户地配套资助政策。相关经费按“就高、补差、不重复”原则发放。

       五、其他事项

（一）2022年度甬江引才工程集中遴选项目于2022年2月28日申报截止。

（二）申报人不得同时申报甬江引才工程2个及以上不同类别的项目；已入选“3315系列计划”团队带头人及成员均不再作为甬江引才工程申报对象；已入选“3315计划”或“泛3315计划”且符合公告申报要求的个人，允许申报甬江引才工程资本引才团队项目；已享受宁波市顶尖人才项目支持的、通过上级主管部门任命担任市直或部省属驻甬单位主要领导职务的、通过市本级“一事一议”直接引进的相关人才和团队，均不再作为甬江引才工程申报对象；未履行且未妥善处理原协议的公派留学人员、高级访问学者、博士后国际交流计划派出人员、由各级财政支持出国的其他人员，或存在违纪违法、学术不端等行为的人员，均不再作为甬江引才工程申报对象。

（三）申报人（包括团队带头人和成员）应对申报内容谨慎作出承诺，并在申报书承诺栏中签名；入选项目不得随意减少或更换团队成员，不得随意减少注册资本、变更项目内容和项目目标；入选项目落地宁波后，不得在异地申报同类项目。创业类项目入选人才团队须将主要精力放在宁波项目上，在宁波创办的企业须实质性运营且10年内不搬离宁波，如申报项目在异地有多家相关联公司的，须承诺以宁波公司为主体上市；创新类项目入选人才团队须在宁波全职工作5年以上，项目管理期内不得在宁波市外其他用人单位从事全职工作。不能按要求履行的，视作自动放弃入选资格。

（四）申报人填报的信息如有虚假，将取消参评资格并列入失信名单，今后不得申报甬江引才工程；已入选的，一律取消入选资格；构成违法的，依法追究相关人员法律责任。

（五）报送的申报材料中不得涉及国家秘密。如确需提供涉密材料的，涉密部分须按国家有关保密规定另行报送，并附申报人所在单位的密级证明，但不得报送绝密级材料。

Notice on 2022 Ningbo Yongjiang Talent Introduction Programme

In order to deeply implement the strategy of strengthening the city with talents in the new era, attract talents from all over the world to grow together with Ningbo, accelerate the construction of an important talent center and a strategic fulcrum city of innovation highland, and further strengthen the implementation of Yongjiang Talent Introduction Programme, the relevant matters on 2022 Ningbo Yongjiang Talent Introduction Programme are announced as follows:

I. Object and Priority of Introduction

2022 Ningbo Yongjiang Talent Introduction Programme will focus on the high-quality development needs of economy and society of Ningbo, preferably support high-end entrepreneurial and innovative talent and team projects both at home and abroad that can fit the industrial development direction, promote the industrial level improvement and lead the industrial development of Ningbo. The number of selected projects will double on the basis of previous years.

2022 Ningbo Yongjiang Talent Introduction Programme will put priority on the introduction of talent and team projects in the two major fields of scientific and technological innovation and urban economy, of which, the scientific and technological innovation field shall closely follow the "246" trillion-level industrial cluster cultivation projects, primarily supporting industries such as new materials, industrial Internet, key core infrastructure, high-end equipment, digital economy, life and health, new energy, and energy conservation and environment protection; the urban economy field will primarily support industries such as e-commerce, port and shipping logistics, finance and insurance, culture, education, health and sports, professional services, planning and design, fashion creativity, technology services and modern agriculture.

II. Project Category and Application Qualification

2022 Ningbo Yongjiang Talent Introduction Programme is divided into entrepreneurial and innovative talent project, entrepreneurial and innovative team project, and talent introduction team project via capital. Under the same conditions, those talent and team projects that have obtained policy funding of the districts, counties (municipality) and development zones of Ningbo, entrepreneurial projects that have received investment from professional investment institutions, or that have settled in Ningbo full-time will receive priority support, specifically as follows:

(I) Entrepreneurial and innovative talent project

Entrepreneurial and innovative talent project is divided into innovative talent sub-project, entrepreneurial talent sub-project, and young talent sub-project. The specific application conditions are as follows:

1. Innovative talent sub-project

(1) Generally, the applicant should have a doctor's degree or have more than 3 years of relevant full-time working experience (as of February 28, 2020, the same below), or have a high industry influence, and the applicant is generally not more than 55 years old (born after January 1, 1967, the same below).

(2) The applicant has come to or planned to come to Ningbo in the recent 1 year (after March 1, 2021), relying on the enterprises and institutions of Ningbo to carry out full-time innovative achievements transformation or basic research in Ningbo, must work full-time in Ningbo after being selected for more than 5 consecutive years and shall not undertake any full-time work in other units outside Ningbo during the management period of the project.

(3) The talent's supporting enterprise is operating in good condition with complete supporting measures, being able to provide the talent with necessary scientific research funds and equipment, and provide various elements required for the industrialization of the project.

(4) The legal representative, actual controller, main founder or the largest natural person shareholder of the talent-reliant enterprise shall not apply for this innovative talent sub-project.

2. Entrepreneurial talent sub-project

(1) Generally, the applicant should have a master's degree or higher or have a high industry influence, and more than 3 years of relevant full-time working experience; the applicant is generally not more than 65 years old (born after January 1, 1957, the same below).

(2) The applicant has come to Ningbo to work or start up business in the recent 5 years (after March 1, 2017) and has established an enterprise in Ningbo for more than 1 year (completed business registration procedures between March 1, 2017 and February 28, 2021); the applicant must be the founder or legal representative of the enterprise, and must be the largest shareholder or the largest natural person shareholder of the enterprise. Only one entrepreneurial talent sub-project can be applied for by one enterprise.

(3) For a sub-project in the field of scientific and technological innovation, at least RMB 1 million among the actual paid-in registered capital of the enterprise shall be from the monetary contribution of the entrepreneurial talent (natural person); for a sub-project in the field of urban economy, at least RMB 0.5 million among the actual paid-in registered capital of the enterprise shall be from the monetary contribution of the entrepreneurial talent (natural person).

3. Young talent sub-project

It is divided into young innovative talent project and young entrepreneurial talent project, which is only available to the talents of scientific and technological innovation field. The applicant shall not be more than 40 years old (born after January 1, 1982). The other application conditions are the same as the corresponding innovative and entrepreneurial talent sub-projects.

(II) Entrepreneurial and innovative team project

Entrepreneurial and innovative team project is divided into innovative team sub-project and entrepreneurial team sub-project.

1. Innovative team sub-project

The applying innovative team should have significant innovation performance or great innovation potential, rely on enterprises and institutions of Ningbo o carry out full-time innovation transformation or basic research, and shall meet the following basic conditions:

(1) The team is generally composed of 1 leader and at least 4 members; the team leader should generally have a doctor's degree or have a high industry influence, and more than 3 years of relevant full-time working experience, who is generally not more than 55 years old; the members should generally have the master's degree or higher, and more than 3 years of relevant full-time working experience, who are generally not more than 45 years old (born after January 1, 1977).

(2) The team leader and members have come to or planned to work in Ningbo in the recent 2 years (after March 1, 2020), and must work full-time in Ningbo after being selected for more than 5 consecutive years, and shall not undertake any full-time work in other units outside Ningbo during the management period of the project.

(3) The team's supporting enterprise is operating in good condition with complete supporting measures, being able to provide the team with necessary scientific research funds and equipment, and provide various elements required for the industrialization of the project.

(4) The legal representative, actual controller, main founder or the largest natural person shareholder of the team's supporting enterprise shall not apply for this innovative team sub-project.

2. Entrepreneurial team sub-project

The entrepreneurial team should have key and core technologies, which is expected to improve the industrial level of Ningbo, lead and drive the development of the industry, and produce significant economic and social benefits, and shall meet the following basic conditions:

(1) The team is generally composed of 1 leader and at least 4 members; the team leader should generally have a master's degree or higher or have a high industry influence, and more than 3 years of relevant full-time working experience, who is generally not more than 65 years old; the members should generally have the master's degree or higher, and more than 3 years of relevant full-time working experience, who are generally not more than 55 years old (born after January 1, 1967, the same below).

(2) The team leader and members have come to work or start a business, or planned to start a business in Ningbo in the recent 3 years (after March 1, 2019); the team leader (natural person) must be the founder, legal representative and the largest shareholder of the enterprise; the total shareholding ratio of the team leader and the members (natural persons) shall be more than 50% (including the shares of the shareholding platform directly held by the leader and members of the applying enterprise and registered in the settled district, county (city), and the number of shareholding members shall be no less than 2.

(3) For a sub-project in the field of scientific and technological innovation, at least RMB 2 million among the actual paid-in registered capital of the enterprise shall be the monetary contribution, of which at least RMB 1 million shall be from the actual paid-in monetary contribution of the team leader (natural person); for a sub-project in the field of urban economy, at least RMB 1 million among the actual paid-in registered capital of the enterprise shall be the monetary contribution, of which at least RMB 0.5 million shall be from the actual paid-in monetary contribution of the team leader (natural person).

(III) Talent introduction team project via capital

The candidate for the talent introduction team project via capital should have great market prospect, bring its own technologies, projects and funds to develop in Ningbo, and shall meet the following basic conditions:

1. The team is generally composed of 1 leader and at least 4 members; the team leader should generally have a master's degree or higher or have a high industry influence, and more than 3 years of relevant working experience, who is generally not more than 65 years old; the members should generally have a master's degree or higher, or have more than 3 years of relevant working experience, who are generally not more than 55 years old.

2. The team leader and members have come to work or start a business, or have started a business in Ningbo in the recent 4 years (completed business registration procedures between March 1, 2018 and February 28, 2022); the team leader (natural person) must be the founder, legal representative and the largest shareholder of the enterprise, and the total shareholding ratio of the team leader and the members (natural persons) shall be more than 50% (including the shares of the shareholding platform directly held by the leader and members of the applying enterprise and registered in the settled district, county (city), and the number of shareholding members shall be no less than 2.

(3) The monetary contribution among the actual paid-in registered capital of the enterprise is not less than RMB 5 million; the actual paid-in monetary contribution from the team leader (natural person) is not less than RMB 1 million; the enterprise has obtained private capital investment (apart from the governmental funding of Ningbo at all levels and the funds at the disposal of the team) and the actual paid-in capital contribution is not less than RMB 3 million (including capital reserve).

Among the above-mentioned talents or teams applied, for those exceptionally excellent or urgently-needed, one exception can be made in terms of age and academic degree depending on the specific circumstances.

III. Application and Selection Procedures

The application and selection work is organized and implemented jointly by the Organizational Department of the Municipal Committee (Leadership Office of Experts Work of CPC Ningbo Committee), together with the Municipal Education Bureau, Municipal Science and Technology Bureau, Municipal Human Resource and Social Security Bureau and other relevant departments in the field of urban economy, with the specific methods and procedures as follows:

(I) Application acceptance. From December 1, 2021 to February 28, 2022, the qualified applicant can log in the "Online Application System of Yongjiang Talent Introduction Programme" (https://www.nbrc.gov.cn/a/login) to fill in the application form and upload the relevant appendixes as required.

The application will be accepted under separate unit: among project in the field of scientific and technological innovation, the innovative sub-project applied by the colleges in Ningbo will be accepted by the Municipal Education Bureau, and the innovative sub-project applied by the scientific research institutions in Ningbo will be accepted by the Municipal Science and Technology Bureau, and the other application sub-projects will be accepted by the Municipal Human Resource and Social Security Bureau; project in the field of urban economy will be accepted by the Municipal Human Resource and Social Security Bureau together will other responsible units of the field; talent introduction team project via capital will be accepted by the Organizational Department of the Municipal Committee (Leadership Office of Experts Work of CPC Ningbo Committee).

(II) Qualification review. The qualification review of the projects applied for the fields of scientific and technological innovation and urban economy will be carried out by relevant units by level-to-level and layer-to-layer from March to April, 2022; the talent introduction team project via capital will undergo a compliance due diligence by a third party institution entrusted by the Organizational Department of the Municipal Committee (Leadership Office of Experts Work of CPC Ningbo Committee).

(III) Expert review. From April to July, 2022, the expert review panel grouped by the corresponding professional scientists, risk investment experts and other industrial experts will be invited to perform the review in the form of written, defense and on-site visit.

(IV) Authenticity review. The authenticity of intellectual property and academic achievements will be reviewed on the projects approved by the review experts in the final review from July to August, 2022.

(V) Due diligence visit. The due diligence visit will be carried out on the projects approved by the review experts in the final review from July to August, 2022.

(VI) Approval and issuance. The projects will be approved and announced in September, 2022 in compliance with the recommendations of the review experts and the results of the due diligence visit by combining with the actual industrial situation of Ningbo.

VI. Supporting Policies

(I) Project funding

1. Project funding amounted to RMB 1 million in one time for the selected innovative talent, entrepreneurial talent and young talent in the field of scientific and technological innovation; project funding amounted to RMB 0.5 million in one time for selected innovative talent and entrepreneurial talent in the field of urban economy.

2. For the selected entrepreneurial and innovative team project in the field of scientific and technological innovation, an subsidy amounted to RMB 20 million, 10 million and 5 million will be respectively granted in two times as per the three levels of Category A, Category B and Category C; for the selected entrepreneurial and innovative team project in the field of urban economy, an subsidy amounted to RMB 5 million, 3 million and 1 million will be respectively granted in two times as per the three levels of Category A, Category B and Category C.

3. For the selected talent introduction team project via capital, 30% of the actual monetary investment of private capital in place at the time of declaration will be given as project subsidy, and the subsidy amount shall be rounded down to RMB 100,000, generally no more than RMB 20 million. The project funding is generally allocated in two phases after the team is selected, with 50% for each phase. The first phase of funds shall be allocated to the enterprise listed in the team project, provided that the accumulated direct expenditure of the project exceeds two times of the total amount of subsidy funds since the date of its registration in Ningbo; the second phase of funds shall be allocated to the enterprise listed in the team project, provided that the accumulated direct expenditure of the project exceeds four times of the total amount of subsidy funds; in case the preconditions of the second phase have been met at the time of application for the first phase, then the subsidy funds of two phases can be allocated in one time. Direct expenditure refers to the expenditures used by enterprises of Ningbo project and directly related to the declared projects.

There’s no upper limit for the amount of subsidy for major talent team project with high talent level, great influence, world leading core technology, disruptive innovation, and especially good prospects for industrialization and marketization.

(II) Settling-in subsidy and house-purchasing subsidy. The selected talents and team leaders that meet the requirements can enjoy related preferential policy of settling-in subsidy and house-purchasing subsidy as per relevant documents.

(III) Financial credit support. Enterprises founded by the selected talents or leaders can enjoy a credit loan of up to RMB 20 million and loan renewal service with no repayment of principal within 3-year in the cooperative bank, and the discount of bank benchmark interest rate within the maximum entrepreneurship loan line of RMB 20 million. . In addition, such enterprises will be preferentially recommended to be listed in Ningbo Equity Exchange and will be preferentially recommended with additional investment by government-managed funds.

For the selected talents and teams who meet relevant conditions can also enjoy related policies stipulated in the Rules for Implementation of Yongjiang Talent Introduction Programme, as well as supporting subsidy policies of the place settled. The relevant subsidies will be granted as per the amount which is higher or filling the difference with no duplication.

V. Other Matters  

(I) Deadline for the application of the centralized selection projects of 2022 Yongjiang Talent Introduction Programme is February 28, 2022.

(II) The applicant shall not apply for two or more different categories of Yongjiang Talent Introduction Programme at the same time; the team leaders and members who have been listed in "3315 Series Plan" are not allowed to apply for Yongjiang Talent Introduction Programme; individuals who have been listed in "3315 Plan" or "Pan 3315 Plan" in compliance with the application requirements of the Notice are allowed to apply for talent introduction team project via capital under Yongjiang Talent Introduction Programme; talents and teams who have enjoyed the related policies for the projects of top talents and designated by the superior competent authorities to take major leadership positions of the ministerial, provincial and municipal departments in Ningbo, as well as related talents and teams directly introduced by "One Project, One Discussion" strategy of Ningbo, shall not apply for Yongjiang Talent Introduction Programme; government-sponsored oversea students, senior visiting scholars and expatriate personnel of postdoctoral international exchange program that fails to fail to fulfill and properly handle the original agreement, or other personnel going abroad with financial support from government finance at all levels, or personnel who violate disciplines or laws, or conduct academic misconduct shall not apply for Yongjiang Talent Introduction Programme.

(III) The applicant (including the team leader and the members) shall undertake the careful application contents and sign in the commitment column of the application report; the selected project ; once the selected project is settled in Ningbo, it shall not apply for the programme of the same type in other places; the talent team of the selected entrepreneurial project shall focus attention on project in Ningbo, and the enterprise established in Ningbo shall operate substantially in Ningbo and promise not to move out of Ningbo within 10 years after the project is selected. If the declared project has multiple affiliated companies in different places, it must promise to be listed with Ningbo company as the main body; the talent team of the selected innovative project must work full-time in Ningbo for more than 5 years, and shall not work full-time in other units outside Ningbo during the project management period. If it fails to perform as required, it shall be deemed to give up the qualification automatically.

(IV) In case of any false information filled and submitted, the applicants will be disqualified and added to dishonest list, and will have no right to apply the Yongjiang Talent Introduction Programme in future; all of those who have been selected will be disqualified for the application; for those constituted as illegality, relevant persons shall be investigated and affixed legal liabilities.

(V) No state secret shall be involved in the submitted material. The secret-associated materials shall be submitted separately according to relevant security stipulations of the state if they are required indeed, which should be attached with the security classification document from the employer of the applicant. Top secret materials shall not be submitted.

(VI) The Leadership Office of Talents Work of CPC Ningbo Committee reserves the right of interpretation for this Notice.
